HMO SPD consultation

This consultation closes on Wednesday 29 April 2026.
We are asking for people's views on our houses in multiple occupation (HMO) supplementary planning document (SPD).
HMO's can provide an affordable form of accommodation for a range of local people, including young people and key workers.
However, concerns have been raised about the impact hey can have on local communities.
The SPD aims to:
- make sure that HMOs are brought forward without compromising the established character of an area
- minimise potential adverse effects on neighbouring properties
- provide suitable living conditions for future occupiers
- provide guidance to assist with the assessment of HMO planning applications, making it clear how it can be shown that Local Plan policies will be complied with
The SPD aims to summarise the relevant legislation to help people navigate the relationship between HMOs, the planning system and other controls. Experience suggests that there are often misconceptions about the scope and role of planning in relation to HMOs and the SPD aims to provide a helpful guide.
