The term ‘Community Asset Transfer’ is defined as ‘where the Council transfers land or buildings into the ownership or management of a Voluntary and Community Sector (VCS) organisation or statutory body. The purpose of this policy is to provide a clear framework on Community Asset Transfer (CAT).
