The Swale New Garden Communities Prospectus
Swale is facing considerable challenges as to how it can plan for the significant levels of new homes that it will be expected to provide in future.
We asked landowners and developers to submit proposals for new communities so that we could see if this option should be considered by the next local plan.
We published a Prospectus (PDF 11.68MB) which explains what a ‘garden’ community is and what we expected to see included within any submission.
The following submissions were received:
- NS1 SE Sittingbourne Prospectus Submission (PDF 26.83MB)
- NS3 Land at Bobbing Prospectus Submission (PDF 9.07MB)
- NS4 SE Faversham Prospectus Submission (PDF 31.22MB)
- NS5 South of Faversham Prospectus Submission (PDF 7.85MB)
We completed the first phase of assessment of the proposals. The assessments are as follows:

We have now completed the second phase of the proposals. These were taken to Local Plan Panel on 17 October 2019. You can download them (PDF 54kb), along with the minutes.
After the report titled ‘PBA Second Stage Assessment of the Four New Garden Community Proposals’ went to LPP on 17th October 2019, the AONB (Area of Outstanding Natural Beauty) Unit updated their position in relation to NS1 SE Sittingbourne. Their view is now ‘that the proposed new motorway junction, located partially within the AONB, represents a major development that would be contrary to planning policy and due to its nature, could not be satisfactorily mitigated in terms of impact on the AONB. Therefore, the Unit continues to object to the proposal.”
At LPP on 27th November 2019 Members note the updated advice from the AONB unit and it is now attached as an amendment to the PBA October report.
