Five Year Housing Land Supply Statement

In November 2023, the Council published a position statement (PDF 8.02MB) demonstrating 4.72 years’ worth of housing supply. This position was then updated (PDF 116KB) in December 2023 when the latest version of the National Planning Policy Framework (NPPF) was published, which removed a buffer requirement to the Council’s supply and resulted in an updated position of 4.95 years.

Following the release of updated affordability ratios by central government in March 2024, the supply position was further updated, and this showed that the Council could demonstrate a 5.13 years supply of housing. You can view the Housing Land Supply March 2024 calculation. (PDF 116KB)

As part of the Ufton Court Farm Inquiry (PDF 416KB), evidence regarding Swale’s housing supply was put forward by the Council and the Appellant. This was considered by the Planning Inspector who concluded that the Council had an evidenced supply of 4.1 years.

In light of a lack progress on the discounted sites since April 2024, the Council’s current supply position is that it can demonstrate a 4.1 years’ supply of housing. This position will be fully reviewed as part of the Council’s annual monitoring.
In December 2023 the latest Housing Delivery Test (HDT) results were published. Swale Borough Council scored 122% meaning that at present there is no buffer requirement.
