Consultation Period: 4th September 2023 to 16th October 2023 at 5pm. 

Notice

Notice is hereby given that Faversham Town Council submitted a Proposed Neighbourhood Development Plan to Swale Borough Council. As per regulation 16 of The Neighbourhood Planning (General) Regulations 2012, a six week consultation period took place.

As the local planning authority, the Council undertook a consultation to provide an opportunity for all parties to comment on whether the submitted plan meets the basic conditions before it goes to examination. This consultation was known as Regulation 16 stage in accordance with the Neighbourhood Planning Regulations 2012. The basic conditions are that the plan:

  • Must be appropriate having regard to National Policy
  • Must contribute to the achievement of sustainable development
  • Must be in general conformity with the strategic policies in the development plan for the local area
  • Must be compatible with EU obligations
  • Must be compatible with human rights requirements

Regulations specify an additional basic condition that a plan does not breach the requirements of Chapter 8 of Part 6 of the Conservation of Habitats and Species Regulations 2017, which set out the habitat regulation assessment process for land use plans, including consideration of the effect on habitats sites.


What is the Faversham Neighbourhood Plan?

The Neighbourhood Plan has been prepared by Faversham Town Council and covers all of the administrative boundary of Faversham. This includes the area covered by the previous Faversham Creek Neighbourhood Plan. The intention is to provide an effective and consistent planning framework across the Town Council’s area.

Taking Part

This consultation closed on 16th October 2023. The comments made on this consultation can be viewed on the customer portal.

What Happens Next?

Following the 6 week consultation period, all comments received from this will be sent to an Independent Examiner who will examine the neighbourhood plan. If the Independent Examiner determines that the plan meets the basic conditions with or without modifications, the Council will consider their recommendations and decide whether the plan will proceed to referendum which will determine whether to 'make' the Faversham Neighbourhood Plan.
